How to Participate

Since October 2025, Statewide Common Participation Agreement (SCPA) governs participation in the SHIN-NY through Bronx RHIO. It replaced all previous participation agreements to align everyone under a common set of terms and obligations. The agreement was developed by the NY State Department of Health (NYS DOH) and New York eHealth Collaborative (NYeC).

NEW MEMBERS

Existing Members

All existing participants who’re regulated entities were expected to complete the steps below by September 30, 2025. If you are a regulated entity and have not completed the steps below, please do so as soon as possible to remain in compliance. Non-regulated entities have until March 31, 2026 to complete the steps below.

  1. Complete NYeC sign up form at SHIN-NY Statewide Common Participation Agreement (SCPA) Contact Form. Email entered in Question 9 should be the authorized signer for the agreement.
  2. Authorized signer should receive a Docusign email from NYeC. After receiving the DocuSign, please take the following actions:
    • Complete PARTICIPANT section on page 44.
    • Complete PARTICIPANT INFORMATION section on page 47.
    • Check the box on page 48 to choose Bronx RHIO as your Designated HIN for exchanging data through SHIN-NY and to retain current services. (You can only choose one Designated HIN).
    • Check the box on page 48 to choose Bronx RHIO as your Value-Added Services HIN.
    • Complete PARTICIPANT section on page 58.
  3. Complete and sign Bronx RHIO’s services agreement (PDF) to continue receiving our value-added services, such as analytics and custom reports. You can choose Bronx RHIO as your Value-Added services HIN regardless of which Designated HIN is chosen.

New Members

Please see if your organization is already a member of the Bronx RHIO by checking our Directory of Participants. If your organization is not a member of the Bronx RHIO, the CEO of your facility must complete the steps below:

  1. Fill and sign Bronx RHIO Application for Participation (PDF)
  2. Fill and sign Bronx RHIO Participant Risk Assessment (PDF)
  3. Complete NYeC sign up form at SHIN-NY Statewide Common Participation Agreement (SCPA) Contact Form. Email entered in Question 9 should be the authorized signer for the agreement.
  4. Authorized signer should receive a Docusign email from NYeC. After receiving the DocuSign, please take the following actions:
    • Complete PARTICIPANT section on page 44.
    • Complete PARTICIPANT INFORMATION section on page 47.
    • Check the box on page 48 to choose Bronx RHIO as your Designated HIN for exchanging data through SHIN-NY and to retain current services. (You can only choose one Designated HIN).
    • Check the box on page 48 to choose Bronx RHIO as your Value-Added Services HIN.
    • Complete PARTICIPANT section on page 58.
  5. Complete and sign Bronx RHIO’s services agreement (PDF) to continue receiving our value-added services, such as analytics and custom reports. You can choose Bronx RHIO as your Value-Added services HIN regardless of which Designated HIN is chosen.
